Capital project funding
For foundations, agencies and major donors evaluating a multi-year build: what the project is, what stage it is at, what the documents say, and who to talk to.
This page is for a different reader from the rest of the site. If you are assessing whether to fund a phase of this project, you do not need a hero image; you need scope, stage, governance and evidence, quickly, and preferably before a first meeting.

Where the project is
Construction has been under way since 2023 on the Breakneck Connector and Bridge, which is being delivered together with a full rebuild of the Metro-North Breakneck Ridge station. The Visitor Center at Dutchess Manor is in conversion. The environmental review concluded in January 2026 with the acceptance of the Final GEIS and a signed Findings Statement; as of May 2026 that review is the subject of active litigation, and the documents are public.
The progress page carries the phase plan and the decisions that remain open. It is generated from the same records as the map, so a funder and a visitor are looking at the same facts.
The evidence base
Everything below is public and linked rather than summarised, because a funder should read the primary document:
- The Master Plan and the ecological-zones narrative.
- The Final GEIS and the Findings Statement.
- Audited financial statements and Form 990s.
- The annual report.
- The community engagement record — several years of outreach, and the answers to 210 questions asked at a public session in 2023, kept intact and addressable.

Note
Three things we would rather you heard from us
- The alignment is not final. One section between Fishkill Creek and the state park has two options still under study, and no as-built survey of anything exists. Every map on this site says so.
- The review is being litigated. Suits were filed in May 2026 by the Town of Philipstown, the Village of Cold Spring and an opposition group.
- Operating cost is a separate question from capital cost. A trail with restrooms, a shuttle and a visitor center has a running cost that construction funding does not cover, and it is a fair question to ask early.
